network location and running an application automatically

I want to run Hotspot Shield for a VPN when using the 'Public' Network Location I have made.

Does anyone know how to do this say through Automator or such?

I would like to have the VPN run whenever I choose 'Public' from the Location list.

I guess it could also work if I run the VPN to have it change the Location to Public.
