If you are using automatic downloads on the iPad it should. Settings>iTunes and App Stores>Automatic Downloads>Apps>On.

Those are my settings.Still not working.do you know how to retrieve a apple apps credit card number off the iphone.I lost my card and want to buy apps for my ipad
I assume that you are signed into your ID in the store settings and that you are using the same Apple ID on both devices otherwise it will not work.
I don't know any an Apple Apps credit card is. I have never heard of that. Can you explain in a little more detail?
My fault.I didnt give an accurate discription.An apple gift card.You can buy Itunes or appps with it.
OK. Once the card has been redeemed it will work on any device. As soon as I redeem my iTunes gift cards I throw them, away, becuse the amount has already been added to your account. you dont need the card anymore.
The balance will show up in the App Store or in iTunes at the bottom of the screen. Go to the featured tab of the App Store on your iPad and swipe to the bottom of the screen. You should see your account balance in there.
