iPad mini iOS 6.1 location services dead

Did a fresh install of iOS 6.1 on my not even week old iPad mini. Now location services won't work. Nothing I can do will get it to work. Disabling location services then re-enabling. Fresh install with no apps. Disabling specific apps then re-enabling. Nothing works.

32GB white iPad mini wifi. No location services at all.
