Why can't I install the VoiceOver to my ipod shuffle??

I connected my iPod to my computer and it doesnt appears the installing guide for the voice over, please someone help me! I havent connect my iPod to my computer since october 2012 and I change the Hard Drive and now I cant install the VoiceOver thing.
