my brothers macbook wont charge or turn on but when plugged into my macbook pro the charger works. any ideas?

the macbook charger sometimes has a dull gren light, sometimes it goes straight to orange, but it doesn't charge the macbook and because the battery is dead it wont turn on. however, when the charger is plugged into my MacBook Pro, the charger wonks fine. why does this happen?
