Q: i signed up with apple and downloaded icloud but i cant sign into icloud it keeps saying my email is right but im not a icoud  member can you please help me.........Caroline

When you signed up with Apple to create an Apple ID did you also setup that ID as an iCloud account? Note that must be done on a Mac or an iOS device.

Which says in part:

You can sign up for iCloud on an iPhone, iPad, or iPod touch with iOS 5 or later, or through System Preferences on a Mac with OS X Lion v10.7.4 or later. Just follow the setup instructions for your iOS device or Mac.

You can't create an iCloud account on a Windows machine, set ip up on an iPhone/iPad, or a Mac.
