Podcasts not downloading from my PC. Please help.

From the iTunes store on my Windows XP PC, only certain Podcasts (very few) are able to download. Most of the Podcasts that I subscribe to are not downloading. It has the following message after it stops from downloading "-stopped (err = 403)". Please help.
