If I get a "SIM Failure" message what should I do?

What should I do when I see the message "SIM Failure" on my 4S IPhone? Do I contact Apple or my carrier?

iPhone 4S, iOS 6.1

try the carrier first

you may have a bad sim and apple does not have them
