I'm trying to get the Pandora Radio App for my friend's first gen iTouch. He has no restrictions setting, and is running on iOS 3.1.3..... plus I was going to share my Pandora-One acct. to my friend.

Pandora-One lets u listen to Pandora completely Ad Free and Commercial Free..... plus since I got slow wi-fi.... it really helps. plus a really good deal....

he couldn't.... he doesn't have the App Store app so no reason...... I'm thinking its because his ipod is too old and doesn't support the app store app anymore
You need at least iOS 2 to have the App store. The 1G can go as high as iOS 3.1.3 that you get here:

lllaass..... my friend already has the iOS 3.1.3 firmware and still doesn't have the App Store app...... there is no restriction in the settings..... plus I conneted to my itunes (I share my music library to him)..... and couldn't get the app..... we couldn't even sync the pandora app😢...... whats up?
Can you find the App store app using the Spotligh search on the iPiod?
If not then try restoring the iPod.

My friend doesn't have the Spotlight search on the iPod. IF I can next time, I'll see if I can get pics or screenshots of how I can't get the app.
