I have just reset my iPod touch 4th gen and don't have access to a pc to start it up again. Is there away of bypassing the "plug into iTunes" symbol

Not unless the iPod has iOS 5 or above when you "reset" the iPod. Since yo said it has 4.2.7 then you have to connect to a computer and restore via iTunes.
