You are asking the wrong people. We are not Apple employees. This is a user to user forum, and we know nothing more than you know about your situation - actually we know less that you know.
You need to contact iTunes Store Support.
Have you downloaded it?
It's interesting that you attached an "Understanding Restrictions" article at the top of your post. Might you have been restricted from receiving this album? What's the relevance of restrictions to your question?
It downloaded itself this morning. The cost still has not been taken from my iTunes gift card amount. I contacted support iTunes and they have not returned an answer.
be patient and give it more time. Again, no one here knows. Wait for Apple to respond.

It can take up to 48 hours until you hear from iTunes support and you should get an email from them before anything happens with your account. They will certainly want to verify everything with you.
oh ok 🙂. Also, I am interpreting sberman's response as trying to be helpful, not rude. For example if you have parental controls set up and the album has explicit words/material etc.
