can't connect apple tv to computer or ipad

I am trying to connect apple TV. The tv menu asks me to turn on home sharing which I have done, then keeps asking me to agree to terms. This screen keeps recurring and I can't communicate with my computer or my ipad. Also it won't let me bluetooth the keypad. Updated to new software no improvement.Thanks
