To get the easy stuff out of the way, your drive must be formatted as Mac OS Extended (journaled). I would assume it already is since this used to be your boot drive.
Now on to more complicated stuff.
The Final Cut Events and Projects must go in the Movies/Final Cut Projects and Movies/Final Cut Events folders in your Home folder. Or they can go in the Final Cut Projects and Final Cut Events folders at the top level of a non-boot drive. Moves should be made inside Final Cut Pro X to preseve the links.
What I did was to put my OSX and Apps on the SSD, and then I put the rest of my Home Folder onto the Hard Drive. This includes FCP, iMovie, iPhoto, Aperture, Garageband, and all my documents. When you split your home folder like this, it takes some special considerations. I found a website by frequent Apple Discussions Contributor James Ponds (Pondini) to be very helpful in setting up my Home Folder.

“Or they can go in the Final Cut Projects and Final Cut Events folders at the top level of a non-boot drive. then I changed my home path to my old home path in my HDD,all my old event and project was back.but Final cut pro can`t import file to ssd drive or other drive. Is that ture that Final Cut Pro only can reganize one drive to import files?
This is not the case. You can specify which drive you want on the import screen.
When you specify New Event or Existing Event, you can also choose the drive.
How are the drives formatted?
The most common cause that comes il regularly is that there is a folder on the root level of the drives that makes them look like camera drives, a folder with a name like Private or Video. Another possibility is that the drives are duplicates of another drive or each other.
what should I do?
Post a screen shots of the root level of the drives. You're looking for a folder with a name used on camera drives.
You may wish to take "screen shots" instead of photographing your screen with a camera. It's easy:
http://www.apple.com/findouthow/mac/#capturescreen
You can take a shot of the entire screen, or a portion of same.
