Can ipad2 with ios 6 act as hotspot

I do not see any personal hotspot option in my settings. Does hotspot only work on ipad 3?

iPad 2, iOS 6.0.1

Hotspot is an option that has to be provided by your carrier to show up in the settings of your device.
