My wi-fi is cannot connect or search the other connection

Could you please elaborate, it's difficult to know what your problem is.

Hi

today my iPhone 4s will not connect to any wifi networks. There was no problem befor upgrading to iOS8.

I have reset network settings. No good.

i Have gone through iTunes and updated the latest version, turned off find my phone etc, just to come up with an Error 3195.

i Have turned off location services. No good.

I Have gone into wifi and put my home Bigpond details into the network settings and still cannot find a wifi network.
