No you cannot. Adobe has never made a version of Flash for iOS, and is never going to (they've dropped all mobile platform Flash player development).

IOS device do not support Flash

However Skyfire, Photon, iSwifter, Browse2Go and Puffin Web Browser will provide limited Flash capability
