Where to go, if I want my money back for an ipad app

I downloaded an app 'Wedding Planner' for the iPad 3 running iOS6.1. Unfortunately the app doenst work on my iPad, the app cannot access my contacts to start a wedding list. Anyhow, after back and forth with the developer I still cant get the app to work. so I have asked for my money back from the developer. They said 'you need to contact apple?' Well, I cant seem to find out where I go.

Has anyone had to get their money back on an app that doesnt work (£7)
