help frustrated

I have had my daughters screen replaced in her ipod touch now we have it back it has a disabled notice on the screen the man who replaced the screen said he tried to open it to check the new screen was working but put the wrong password in too many times we cannot do a system restore on ipod or through itunes as the ipod screen still asks for password but its still disabled
