My Iphone 5 is locked for 60 minutes... I had just set a new passcode and it is not working... so if i put my old one in will it work?

If you change it to your old passcode, yes you can.
Oh.... I have forgot the new passcode .... so i cant get into my phone. So I can use the oldder one becasue i had just changed it
If you forgot the passcode you have set NOW you only can restore your iPhone.

Don't know for sure. But i think 1 hour is maximum.
Also connect iPhone to iTunes and follow the steps. If you really forgot put iPhone in DFU mode and restore via iTunes.

If you Restore the phone on the last computer you synced to it will remove the passcode. If you don't have access to that computer you will have to restore using Recovery mode and you will lose all of your content. Instructions: http://support.apple.com/kb/HT1808

First of all, it's wrong. That's only true if you enabled the option to wipe the phone after 10 tries. If you did not enable this option it will roughly double the wait after each try. Which will grow pretty quickly, and reach a year in no time.
