Q: Gb storage change

My 64GB storage hard drive is now reading 60.67GB... WHats that all about?

MacBook Air (11-INCH, MID 2011), Mac OS X (10.7.5)

http://support.apple.com/kb/TS2419. A 64 gb model (or any other storage capacity) would never actually have 64 gb of available space for a user.
