Need Help !All the Apps can not be used after restart my iPad4!

I can't use any application after I restart my iPad ,the iPad with retina display .It was once no power and turned off automatically ,then I recharge it ,and while restarted the iPad all the applications requested me to sign in my apple ID and password if I try to use them .Ok !On problem .The trouble comes next , after I signed in my apple ID and password no thing happened,just back to the desk... Manually turned off it and restarted it,the problem still remain.
