After upgrade to ios 6.1on iPhone 4S all calls go to voice mail

On January 29 I upgraded my iPhone 4S to ios 6.1. Since that upgrade all calls are going straight to voice mail without ringing.

Forwarding is not on.

The phone is not on mute.

I have 3 bars or better on signal.

Outgoing calls work fine.

The ringer volume is set to maximum.

When I place a test call to the phone from a landline it goes straight to voice mail.

This problem did not exist before the upgrade.

Any ideas or suggestions on other things to check?

IOS version is 6.1 (10B142)

iPhone 4S, iOS 6.1

try doing this and let me know if it helped. go to settings<general<reset<reset network settings and go from there.

No joy. After network reset and device power down and restart now the call doesn't even make it to voice mail. :-(

Ok. It's at least reaching voice mail again. So network reset had no impact. The problem of canals not ringing but going straight to voice mail remains.

This will most likely be fixed by simply resetting all your settings. Go to settings>general>reset>reset all settings. I worked for some of my friends.

Have you done a backup if your device? If so then the next thing you may want to try is a soft restart by holding down the sleep/wake button and the home button simultaneously until you see an apple logo emerge once you see the apple logo let them go right away.

Well, that didn't make a difference either. I reset all settings, let the device go through the process, including activation. Got to a point where it was stable(able to make a call from it). Shut it down, restarted it. Was able to make a call. Called it from the land line and.... Same result. The call went straight to voice mail.
