New iPad restore from iCloud has taken over two weeks

I bought the new iPad two weeks ago and did an iCloud restore from back up. Two weeks later, it's still restoring. I'm able to use the iPad, but am unable to back up to iCloud or do a software update to 6.1 since it shows as restoring. Every so often there is a pop-up asking me if i want to continue restoring and i always select the 'Download' option. Is this normal? What should I do?
