I was being charged for creating an Apple id even though it was clearly stating create Free Apple id. Moreover, they even charged me for the unavailable username. I am searching for the apple contact to file a complaint. Please advise.

Did you establish an account including your credit card for future purchases? If that is the case, most merchants put a temporary hold of $1 or $2 on your credit card in order to check that it is a valid and working card. That is not a charge; it will disappear again. If you are worried about it, call your credit card company to ask about it.

Apple does not charge for creating as many Apple IDs as you want to create.
However the charge appeared, it was not for creating an Apple ID.
