Can multiple users use an iPad mini

iPads and iPad minis are designed to only have ONE user account in them.

For home use, they just need the passcode if you are using one. A number of issues with multiple users ,mostly around Apple Id for iCloud and Itunes ID.

As well, giving children access where they can buy on iTunes is another issue we have seen.
