How do I switch to the Dutch App Store

I can't download, have to switch to the Dutch App Store but have no idea how to do that, up until now no problem....

Settings>iTunes and App Stores>Apple ID, Tap your ID. Tap View Apple ID. Enter your password. Go to country/Region and change the store in there.

then it asks for a credit card.. is there any way i can skip credit card?

If you do not have the None option - then you have to supply a valid credit card
