can I purchase an app for someone else to use on a different ipod, can I sent it to them?

No you can't. But if you are using their Apple ID on your iTouch, that other person can get that app for his FREE OF CHARGE if U purchased the app.
Using their ID on your iPod is violating App's terms of use. It is stealing.
