I've bought an apple Ipad mini recently . when I try to charge it from PC it's showing a message Not Charging along with battery symbol on right side of disply.
May I know what is the reason for that.

some PCs do not have powerful enough USB sockets to charge an iPad, they can only sync it or charge it when its in standby mode
It is likely due to the USB port on the PC not having sufficient power to properly charge an iPad. Not at all uncommon. The most efficient way to charge an iPad is via a wall outlet.
