Iphone 4s stops working in Ukraine

I have a girlfriend in the Ukraine. 6 months ago I sent her an unlocked Iphone 4s and she has enjoyed it immensely. This week it all of the sudden stops working. It says it will only work in the US. Does this have something to do with version 6? Is there anything I can do to get the phone to work again?
