I try to go into settings but since the voice over is on, the phone will not let me scroll down to access the accessibility to change the voice over off! Please help!

Triple click the home button, this turns it on or off
I have had the same problem. To scroll, you select a button on the page (not a heading), then scroll with three fingers. To use a button, switch, or other thing like such, tap on it, and when you see a thin, black line surrounding it, tap it agin. Hope i helped!
