I keep deleting select bookmarks and they keep coming back. What is wrong with icloud bookmark sync?

All of a sudden, all these stray bookmarks started popping up in my bookmark list. I keep deleting them, but seconds later, they reappear. I tried to delete them off my iPad or iPhone, but they keep coming back. I turned off my iPad icloud sync to safari, and that seemed to stop it. But then I lost the use of the same bookmarks on both devices, something I use often. I tried to delete all the bookmarks off my iPad, but safari would not let me! No matter how many times I clicked edit/delete, nothing would delete. So I made a copy of my mac safari bookmarks, just in case, and turned on syncing on my iPad again, and now it's all screwy again, with those pesky stray bookmarks popping back on my mac and duplicates like crazy on my iPad. I have the same folders of bookmarks duplicated about 3 times, and it's still syncing, an hour later. It's like it just keeps on syncing. Can anyone please tell me what's going on and how to fix it?
