Face time app is missing. How can I enable it?

The ipad was purchased in UAE, but it will be used out of the country with an itunes id registered in US. How can I enable it?

iPad 2 Wi-Fi + 3G, iOS 6

You can't. If you bought it int the UAE, you bought a device without FaceTime because it is restricted in the UAE. You can never download it or install it on the device either.

Facetime is not available in UAE because it has been banned by the giovernment there. Devices purchased there will not include it.
