my ipad 2 does not have the app icon, and the restrictions button in the general settings doesn't even allow the download apps button to be on... nothing happens when i turn restrictions on or off...helppp

When you enable restrictions, you have to use a password in order to get into the restictions in order to turn things on and off. Are restrictions turned on?
Yes I am a new employee and it's a used iPad... But I have the restrictions pw bc I made it, there wasn't one on previously. The installing apps icon is gray though, I can't even click on it..
I don't know much about configurations but maybe your employer has the iPad setup with a profile that will not let the button be active so that you cannot download apps. Is that a possibility?
that might be it.... but my boss doesn't know who would have done it... any ideas on how to reverse that?
my co-worker figured it out-- for future reference go to general settings and erase everything and it starts the ipad over like brand new!

To solve this issue, try deleting the app and reinstalling it.
