HELP! Traveling to Maldives, How to get IPAD to Work?

Traveling to remote island of Maldives. My roam for ATT doesnt go to Maldives. I hear I have to buy a plan there? Is it possible to by a local preloaded SIM card there and use my IPAD? At a loss of options, as it seems undoable. New IPAD is useless if you cant travel with it! HELP!! THANKS
