If you restore your iPad to factory settings - erase it completely - you should be able to restore from an iCloud backup to recover everything that is stored in the iCloud backup and that does include photos in the camera roll. This is stated under the assumption that you do backup with iCloud.
Signing into iCloud is not the same thing as restoring from an iCloud backup.
I completely erased all content on my ipad 2 days ago, after perfoming a fresh icloud backup. (I was bored and wanted to just confirm what I already knew).
I then restored from my icloud backup.
I got all my photos back, all my apps (all in the same folders that I put them into, in the same order even).
All my settings, I did have to sign back into my wifi network, no big deal.
The only thing I did not get back was the music that I had synced from itunes. But everything that I had purchased from itunes came back.
So, yes.
