Does anyone know if there is a way to make your mac app accessible with cmd+tab even though it has no presence in the dock.

Command-tab switches between the Applications that are already Open. The Dock is not involved.

How do I make an app, which is only in the menu bar, cmd+tab accessible?
You could try giving the app a hidden window, otherwise, no.
You can navigate to the righthand menu bar with Fn-Control-F8 (Control-F8 if your keyboard doesn't need the Fn key). Use arrow keys to navigate through menus, Return to select an item, ESC to cancel. For more info, open Help in the Finder and search for "Keyboard Navigation".
