What type of AirPort do you have?

I am using a Airport Extreme (4th Gen) Airport software 7.6.1
I have changed the password twice, I feel it was successful as I changed the length of password and you can only see the number of dots in the password they changed correctly,now when using the network utility on either the ipad or the destop mac, neither will recognise my password I am using 10.6.8
Try a factory reset.
I would agree, but keep in mind this will delete everything you have on the base station, settings and all.

A factory default reset will NOT affect any of the data that you might have stored on the Time Capsule hard drive. The reset only affects the network settings.
To delete the data on the drive, you would have to perform a completely separate and deliberate Erase Disk operation.
