Can't sync my itouch

I recently had hardware trouble to be percise my Hard Drive pretty much got toasted during a power surge and i had to replace it, but now i l realized all my music so on was on there... now im trying to sync my itouch to a blank itunes library and ALMOST emptied my itouch. i have no idea what to do i spent countless of hours trying youtube.. google..ect to find an answer but no hope.

What im trying to ask is, How can i send my songs from my itouch to my comp or to my itunes library.
