My old laptop constantly crashed, eventually caught a virus and died. It had my itunes on it which was synched to my ipod touch. Is there any way I can now back up my ipod to a hard drive and synch to a new itunes to enable IOS upgrades?

There is no way of syncing it to a hard drive. You have two options, either to sync it to iCloud which i highly recommend or you can back it up to your new iTunes. You can enable iOS updates by going to Settings -> General ->Software Updates.

Follow these instructions on another computer. When the instructions say to restore from backup your iPod will also be updated.
