Q: iPhone won't FaceTime iPad

I have the latest iPad and an iPhone 5, the iPad will FaceTime the iPhone but not vice versa. I have tried to add a different email as they both work off the same apple ID but it has not worked. All I get is the busy tone.

Can anyone help?

go to settings/facetime/send/recieve at email address

they cannot be the same, otherwise it would be like calling your own number.
