What happens when my Season is incomplete. I noted that a show was not available for download despite paying for a Complete Season

Help. Just got my notice to download the latest episode of Suits, Season 2 -- but I noticed that Episode 12 was not on my list to download. I got Episode 11 and then just now, Episode 13. What happened to Episode 12? Is this normal, that episodes are not really complete?
