The only workaround I've found is unplugging both the Apple TV AND the TV for about 30 seconds. That fixes the problem...but only until the next time I want to watch something. Then I have to go through the unplugging process again. Very annoying and persistent problem. There may be nothing wrong with your cable or how it's plugged in. I've tried different cables, it doesn't matter. It's probably just the device and hdcp system. I like my other apple products, but I am very disappointed in this Apple TV. I wish I had just gotten a roku.

Kind of odd how this issue of HDCP error has been around for a while and the only responses for a work around are for the end users to manually plug and unplug, turn off and restart, buy new cables, buy this or that, rather than have the source of the problem solved? Maybe a good question is what part of the code which deciphers this HCDP is not working and fix the code?
