I have a website that I am building with iWeb 3.0.4. I am using page "Modern/Blank". I place my image over the placeholder covering it. When uploaded online, the page has a split second view of the placeholder image before mine. How to solve, or live with?

Try the troubleshooting steps under "Fix iWeb" here and then republish your site...
That's the way browsers work.
The placeholder code is first in the webpage code and will be rendered by the browser, before the object, that is further down the code, will load and cover it.
Do not place you image over but in the placeholder.
Or remove the placeholder.
I had a look at the Modern Blank page.
I do not see a placeholder for anything.
That's not a place holder image but an actual image file used for that theme. Select it and use the Delete key to remove it. Then put your own image in it's locations.
