I have a recsue email on my account but I see no option of sending it an email to reset the questions. Also when I go through Apple Express Lane and put in iTunes, iTunes store, Manage Account, forgotten ID questions, it doesn't give me an option of email my resure email. PLEASE HELP!

You are sure that it's a rescue email address and not an alternate email address - they are two different email addresses / settings on your account.
