I baught an iPhone5 and Facetime cannot be found under Cellular option. Please help I tried to format and restore still same thing no facetime. Please help!!!

And where was this phone purchased?
It was purchased from Kuwait and I currently moved to Malaysia and using Maxis network.
I tried using Zain simcard gere in Malaysia, it was working when I was on 6.0.1 then I upgraded to 6.1 and tried Maxis card here in KL no facetime then I returned back my Kuwaiti simcard here KL also no facetime.
While my friends here have Maxis simcard and have Facetime.
Please advise.
