I have an iphone 5 with IOS 6.1 (just updated) and I am finding that any contacts I enter on my iphone do not sync with icloud or with Outlook

In Mac Office, synchronization with iCloud contacts is not available unfortunately !
Thanks for that ... but it is with my PC and Outlook ... I'm not using a Mac.
Everything has been working fine except the transfer of any contacts I entered into my phone ... they didn't transfer ... now since setting up icloud, my whole contacts list is messed up.
Icloud and Outlook, and I guess on Windows too, is a real mess ! I would advice you to create your contacts on your Gmail mailbox for instance in order to have a copy more "portable".
This is a security advice to avoid to lose your informations before anything else.

Your iPhone has at least 2 contact accounts, iCloud and On My Phone. Check which one you are entering new contacts in. If you select the iCloud account they will appear at www.icloud.com and any connected iCloud client (Outlook 2007 or 2010) If you choose On My Phone they will only be on your phone.
