System Preferences > Notications.
Mail has to be open to receive notification alert sound.
Different applications cannot have different alert sounds.
Alert sounds are configuired in "Sound" pane of System Preferences.
System Preferences > Sound > Sound Effects.

this does not solve my issue, but I found another problem, that's part of it.
I had to check "internal speakers", anyway..
But as I told sound alerting isn't working, yet.

Can you hear the System Alert sound if you reselect it to play it ?
I presume you are referring to setting the Sound Effects Output to the same as the Master output ?
Do any apps that can play Sound effects (New Mail for example or Messages > Logging in) be heard ?

At maximum.

Yes, works.

Yes, it's the internal speakers.

I would reduce the Volume setting from Max.
In some cases the Mac will "protect" it's circuitry and "Clip" excessively loud sounds.
It is more common in the Input section for the Mic input, where bouncing the Blue response bar in to the right hand end will do this.
So playing a sound, say Bassso, in System Preferences > Sound > Sound Effects works.

I take it Sending in Messages and Receiving in Messages gets a sound. Mail itself plays the New Mail Sound.
Not sure what you meant by Feedy.
Is this an Action in Messages or is it another app ? (RSS reader ?)
In System Preferences > Notifications I only see Apple Apps and not Third party apps at all.
I would check whether the App (If it is that RSS reader) has any sound settings itself.
(Anything set in Messages for example overrides the Notifications Settings - so you can set No Sound for Received Messages and it will not play even if the Nofication center is set to play a sound)

yes, feedy is a rss reader, and yes, it's in notification center, even though it's ot an Apple App.
And no, there's no specific sound option inside feedy, just the option to turn notifications on, and they're on ;-)

On re-reading it I can see that possibly you meant you can hear the Mail Sending and the Mail Receiving Sounds and were not talking about Messages at all.
Do you have another Mac User Account on your Mac ?
If so can you log in to that and test some apps there ?
Do they play sounds that can be heard ?

Let me try again.
In my tests with Messages, which as iChat could play sounds for various actions, I turned the sound option Off in System Preferences > Notifications.
Messages will still play Sounds for the Alerts.
The Volume is still controlled in System Preferences > Sound > Sound effects.
This means the App overrides the Notification settings.
I find the same is true of the Mail App.
I can set the Sound it plays for New Mail in Mail Menu > Preferences > General Setting and I will hear this even if this is Off in System Preferences > Notifications.
Of course the drop down that currently reads "Hero" can be set to NONE.
This means that the app will play no Sound - even if the System Preferences > Notifications says Play Sound
This is true in Messages and Mail.
Basically the app will override the Notification settings.
I only use Messages and Mail of the Apple listed items in the Notification settings.
I have no none Apple items listed.
I am not sure what you mean by "Feedback" in this particular case.
I am not entirely sure which apps you are hearing sound from and whether you feel it is the app or the Notification settings.

I had this strange issue where the sound effects would play through the monitor but since I deactivated the monitor speakers, i didn't play anything. Fixed it by going into System preferences -> Sound -> Sound Effects tab -> Play sound effects through: "Selected sound output device"
