trying to create a playlist on our new HP Windows 7 Computer

I have the Nano IPod 4th generation. We have a new computer and I am trying to get playlist to transfer and transfer new songs I purchased at Amazon. Unable to pull this up and after following direction's, we still are unable to do this. Are we missing a step or two ????
