Volume button don't work . Can they be turned on and off?

Can you turn the volume buttons on or off . Does anyone know??
Could be broken. Clean iPhone charging port with clean dry toothbrush. This could help. If still problem, and if there is Warranty or AppleCare make Genius reservation or set up Service and take or send to Apple for resolution.
the phone charges. its the volume buttons on the side. how does cleaning the chargeing port help
If the iPhone falsely senses it is docked due to short in the charging port it can disable Volume buttons. Shorting in charging port can be due to dust, debris, etc. If no Warranty, clean with toothbrush and small amount of Isopropyl Alcohol. Never hurts to try a Restore with current iTunes on your computer, too.
Settings > Sounds > Change with buttons > ON
