Do I HAVE to back up my apps to my iCloud?
I am wanting to know if it is possible to not back up anything to my icloud with the exception of photos and contacts?

Of course. If you only want to sync photos and contacts with iCloud, open Settings > iCloud, and turn off everything except Contacts and Photo Stream
